The basic idea is this: non-technical staff edit web pages based on templates that you create. You're free to grant read/write access to any page element on a person-by-person basis. That means you have total control over the website.
For instance, in the screenshot below, you might grant read/write access to the sections highlighted in yellow. Notice that all the basic "navigational" elements are hard-coded... untouchable to anyone but you.

Web Hosting Provided
Under most circumstances, your website will reside in a shared hosting environment. Should your company require it, dedicated servers are available or Capitol Media will license the software for use on your servers (restrictions apply).
